Initiative, execution and analysis of the survey were by Horn Institute for Public Policy and Social Research (HIPPSOR), a think tank head quartered in Hargeisa, the capital city of Somaliland.
The studied population was the registered voters in Hargiesa District whose number total 274,216 (SOURCE: SOMALILAND N.E.C.). This is the first corruption survey conducted in Hargeisa and Somaliland in general. A representative random sample was selected based on the number of the registered voters in each sub district of Hargeisa.
